The Ayoras faced 77 apparent violations over years, leading to the substantial penalty. However, federal law caps fines at $2,316,034.57. Despite prior warnings, the Ayoras persisted in their operations. While the FCC struggles with collections, Chair Jessica Rosenworcel seeks greater authority to pursue fines independently. This case highlights the challenge of enforcing penalties against persistent pirate radio operators.
