DMCA safe harbor provision upended.

The US Copyright Office has concluded its years-long study of the Digital Millennium Copyright Act and has concluded that the safe harbor provision in the law is “unbalanced” and says that Congress has to do something about it. Specifically, the Copyright Office says that the rules are “out of sync with Congress’ original intent,” finding fault with the eligibility qualifications, repeat offender treatment, knowledge requirements standards, notice and takedown notice requirements, subpoenas, and injunctions.
