First-ever all-digital FM band is—where?

Norway turns out to be the most progressive country when it comes to a total digital transformation of the FM band. They plan to move all national FM broadcasters from analog to digital in 2017, using the Digital Audio Broadcasting (DAB) standard, which originated in Europe and is becoming popular in Asia and Australia as well. According to the website IEEE Spectrum (http://spectrum.ieee.org/, sort of a Popular Mechanics for the computer age), the United States’s HD Radio standard, which is been around for over 15 years, has had “a lukewarm reception with consumers.”
