FCC mulling new FM class and FM spacing.

The Commission has issued Notices of Inquiry for two proposals designed to improve the lot of FM operators. One would establish a new Class C4 F category to allow stations in Zone II to operate with an ERP of 6-12kW and 100m above average terrain, and allow Class C3 stations to increase their minimum ERP to 12kW. The other Notice on which the FCC is looking for comments is a proposal to change minimum spacing standards for determination of short-spacing situations, so that stations operating at less than maximum parameters in the non-reserved bad are protected from interference, not based on maximum facilities for their class, but based on their actual contours. Determinations would be made by a show-cause procedure.
